Her uniform is based off a real Russian female police appearance along with the fur hat. Giving her braids as a hairstyle was a way of 'hiding' her long hair into a compressed area as not to reveal a spoiler. Although her hair colour is sharply similar to the monster called Kikimora.
The overall design for her was to be a stranger the player could open up to. A police officer is normally represented as an essence of safety and law. Where everything comes in order, but that is completely turned at the ending.
